It's the same physics principle you observe when you see fog flow with a river

The airflow of the intake air flowing past a fuel inlet over a point of restriction causes the small fuel line (capillary effect causes small tubes to have higher pressure when connected to larger tank of fluid) to spray the fuel up and into the incoming jet of air
