[02:17:13] ghostnode Submarine: because we typically have 3+ people running for each seat, the winner usually wins with less than half the votes
[02:17:36] ghostnode Submarine: it's not uncommon for form a government with less that 40% of the popular vote
[02:18:45] ghostnode Submarine: yeah. a plurality, is technically the right word. the most votes, but not an actual majority
